Can i ask if The Berglas Effect (Any Card at Any Number) is it the same as Any Card At Any Number?

The Berglas Effect is
1. The magician never touched the deck after placing it on the glass.
2. The girl called a card freely.
3. The man called a number.
4. The card appeared at that number.

For Any card any number, the magician did touch the deck.
