Hi
You can try concourse and lavender or bugis area, i heard alot of balloonist buy their balloons there. But, might be a little pricey..

If you are looking for one pure colour, try concourse. Its cheaper then bugis and lavender etc. But they sell mostly sempertex ones so if you are looking for qualatex, you'd have to try your luck.
I am not sure if Magicdow carry one colour balloons, check with him. Its much cheaper and better if you can get from him since the balloons from concourse sometimes have been kept for quite a long period..

a secret i just discovered. DON"T buy balloons from bugis! they over charge. the cheapest ballon can be found in party city either in raffles city or at holland V. it only cost $13 a packet for 100, while the one at bugis sell it at $18. anyone with better price please share!!!!

I think that's around the best price for the physical shops selling balloons in Singapore already. Concourse sells it at 14/15 bucks depending on which shop you go to. I've heard of people being charged 20 bucks for a pack of balloons before.. :o

Once I was given a discount, so I bought 100 balloons (assorted) for $10.
.... Discounts aside, the original price was around $15.
