Carrfour at Suntec has plenty. Alternatively, you can try the shops at Concourse.

That reminds me. I saw some Halloween decorations, masks and misc stuff at the Cold Storage in Raffles City.

There is a shop in Holland Village might carry it. it is along Burger King that Stretch. Can also try Party City.

You can also try out "No 1 Costume Costume" at 32 Aliwal St (near Golden Mile). I believe its the biggest if not, one of the biggest costume shop around.

Last week, I just saw ToysRUs at VivoCity selling a lot of cheap Halloween stuff.... but not sure if the sizes for kids only or not. U could check there.... anyway is very crowded there.
