If I have a room available in a rented apartment and I am looking for a flatmate so can practice, discuss magic, as magicians, can I put notice here? Advertise is not the right word cause I can find tenant very easily and I am not the owner and I am not the agent either. Hopefully can get a quick reply from you guys as I need to give answer of the replacement soon.

We usually only allow non-magic related "advertising" on a case-by-case basis.

Since you had the good sense of asking first, you can post it in the Misc section.
